Hearers are religious/Jews – Jesus is telling them that they are like the older brother who has worked hard and not enjoyed and can’t accept the fact that God is welcoming ‘horrible sinners’. It’s important to note that the second half of the story of the older brother is not incidental it serves an important aim. Jesus tells it therefore to lead them to repentance
